I'm not a big Reagan fan, but look at the nosedive poverty takes, until he loses congress. Notice how level it is in the Clinton years, until he loses congress. (Just an observation, this is a global chart, I'm sure they had nothing to do with it.)

Truth is, world poverty has decreased by over 20 % points, resulting in an overall 80% reduction in poverty in 36 years.
