Haitians scramble for legal residency in Dominican Republic

SANTO DOMINGO, Dominican Republic (AP) — Haitians and other non-citizens stood in long lines across the Dominican Republic on Monday in last-minute bids to secure legal residency, hurrying to beat a looming paperwork deadline along with the threat of possible quick deportation.

Lines snaked outside Interior Ministry offices as foreign residents, who are overwhelmingly from neighboring Haiti, sought to submit papers before a 7 p.m. Wednesday deadline. Many said they have had to spend all day and return multiple times after being told they lacked sufficient documentation to complete the applications.

"You still have to bring more papers. It's always hard, but we'll see," bricklayer Aime Morette said as he waited with more than 140 other people to submit his application.

Morette, a 28-year-old who has a wife and two children, said he has lived more than half his life in the Dominican Republic, but that doesn't automatically qualify him for legal residency under an initiative begun last year aimed at regulating the migration of workers who have long flowed across the border from Haiti.

Under the program, the government said it would consider granting legal residency to non-citizens who could establish their identity and prove they arrived before October 2011.

Officials estimated up to 500,000 people were in this category, and relatively few have been able to provide sufficient documentation. Interior Minister Ramon Fadul said about 250,000 people have at least started the application process but only 10,000 had met all the requirements for legal residency. So far, only about 300 have actually received permits.

Here is a big part of the problem...

Roughly half of the $1.14 billion that the U.S. government allocated to help Haiti recover from the 2010 earthquake has gone to wasteful projects with the single largest chunk—$170.3 million—going to a failed port and power plant adventure heavily promoted by Bill Clinton and the State Department under the leadership if his beloved wife.

    More Clinton fraud...

Not so. The majority of the $1.14 billion is still at the State Department and it won't be released any time soon to the Haitian government.

Why? Because the Haitian government is extremely corrupt. I've been down there several times and the country is dirt poor because those in power are rich and can personally profit more by keeping everyone else poor.

If the State Department released that money to the Haitian government, it would NEVER get to the people who really need it. That's why the State Department has been working with Disaster Relief teams and with 501(c) -3s to move help and aid to where it is needed.

If you send a container into Port-au Prince, the government will hold it for years if you don't grease that hand.

They are a little bit more amenable when you travel with folks from the UN(they actually are good for something).

But speaking of Port-au-Prince. I said it years ago before the earthquake. They need to raze that city and start from scratch. It was 50 times worse after the earthquake.

I understand that you have to stupidly retort because of your own racially prejudiced and racist responses.

They sure do. That's why we need to raze the city and give them some 21st century abodes.

I suggest we give them a part of secessionist -happy west Texas to stay while we rebuild the city.

Exactly what the Democrats do with the minorities and poor in this country to stay in power.

If only you would see that.

Pish posh man. I SEE that. Just as I see that out of the GOP.

The rich get richer and everybody else...deals with it.

I mean we've got a President that the GOP can't stand walking lock-step with a Republican Congress on TPA/TPP or whatever it's being called and its secret negotiations with 600 companies who are attempting to become richer at the behest of the American people.

Billionaires don't have a country per se. They can live wherever they want so they could care less if their negotiations hurt folks in the US.

So don't fall asleep at the wheel. The folks in "power" aren't in any real power. They do get richer. But nothing in comparison to the real power players.

Why would Ronald Reagan change import tariff laws that had been in place since the founding of the country? If something cost $1 to produce in China and $2 to produce in the US, there traditionally would be a $1 import tariff attached to the Chinese goods so that the dollar did not suffer.

But Reaganomics did away with that and suddenly the jobs leave the US to go to whomever could produce more cheaply. Which is crazy because why would an AMerican do that which is gonna be detrimental to America?

Well that's what's going on with this trade bill again. And the rich are looking to get richer and don't give a flying flip about the American people.

    Do you really see it?

I don't think so because you do not seem to realize that all of the excuse making that you engage in holds black people down.

It encourages a mind set of victimization that causes people to think "poor me, it's someone else's fault..."

BTW - I left the farm and moved to Detroit and lived in a neighborhood that was more than 95% black in order to attend a better high school. This was two blocks from the blind pig where the riots of 1967 started. I saw the rioting and looting first hand. And I stayed anyway.

In my 50's I applied for a teaching position at the early elementary level in Detroit Public Schools for a program that the DPS was attempting with Wayne State University. They wanted successful mature men to teach young black children about being self reliant as part of the regular classroom teaching.

Guess what - they didn't want any white men, only black men. The only problem was - NO BLACK MEN APPLIED. In the end those poor disadvantaged children got nothing because of thinking just like yours.

So please do not assume anything about anyone that you are running your shtick on.

What did you ask the question for then if you already had your answer? You in the habit of giving yourself pats on the back today?

    THAT was hilarious. [IMG]

Right, because when people enslave you and rule over you and exhibit economic and police power over you, it's your fault that you're poor, ,raped, beaten, lynched, hanged and shot in the back by police bullets.

Perhaps there's a mindset of victimization because white people have victimized Black people since they set foot on the shores of this country?

Maybe white America needs to start looking at itself when it starts talking about folks "taking responsibility" for their actions.

KInda hard to do when you've been racially profiled and given a criminal record for the same things that your white counterparts got a slap on the wrist. Kinda hard when you've been racially profiled and incarcerated for the same things that your white counterparts have been given a pass.

So as I've said before, white people need to stop this mess. White people created the cess pool and now wonder why the Black folks are rolling around in it.

Are you one of those folks who also blame Blacks for all those absentee fathers during slavery?

They got nothing because white people like you have a savior mentality when they haven't asked you to save them, but rather to stop killing them.

You've done nothing but confirm my "schtick".
