Not if we're not sure that a pro-Western government would remain in power. Who wants to give American weaponry to what might turn out to be a pro-Putin regime?

What we'd sell them the Kremlin already knows about and is testing. On the other hand, if we want Kiev to keep Moscow at or beyond arm's distance then we need to allow them weapons and munitions purchases.
