Glad you have so much incisive comment. This isn't a matter of fairness. It is, however, a matter of logic.
No, the Girl Scouts won't accept boys (for now). Boys don't want to join Girl Scouts. Except for those lurid boys who want to join the girls for obvious reasons and will be sent packing.
Girls, on the other hand, want to join Boy Scouts because of the prestige and opportunities.

Suppose a biological boy decides "his" gender is female. A transgender.At Cub Scout age, most boys are still at the "icky" stage of relationships with girls. I admit the age at which girls stop being "icky" is probably sliding given our culture's preoccupation with sex, but it's still there. I will not try to explain how "lurid" teenage boys are. I think you know.
They don't. Dens will be single-sex. The only time Cubs come together as a pack is at pack meetings (or service projects), which (from my experience) are about the most heavily chaperoned meetings on the face of the Earth. Adults are everywhere: moms, dads, grandparents, older siblings, all the den and pack leaders.

They will accept girls into cubs in 2018. They will accept girls into regular BSA in 2019.From what I've read in the papers, BSA is now planning on accepting girls into the organization beginning with the Cubs. It already accepts girls in the Explorer (teen) program.

The scouts are losing members because a huge amount of us left when they let the queers in. The BSA bowed to the pressure of United Way, UPS, and other donors to let queers in. It ruined scouting and membership has been in sharp decline ever since. I had left as a Scoutmaster before they let the queers in. I left shortly after they let women become scoutmasters. The women Scoutmaster ruined scouting. The queer scoutmasters, put the lid on the coffin. The queer scouts nailed the lid on tight.Membership. Both groups have been losing members; most youth organizations face that problem. Along with declining volunteers.
The way I understand it, Cub Scout packs have the option of remaining single-gender. They also may be co-ed or have single-sex dens, or may create a girls-only pack. Den meetings are where almost all the real work is. Den meetings teach skills; pack meetings are for fun.
Girls will be allowed to earn the Eagle rank, although the specifics haven't been announced yet. I suspect it will be something similar to what's being done in Cub Scouting. Or it may be integrated into the Explorer program, which has long been co-ed.
Why would a girl want to be in the Boy Scouts? Back in the day, my son was a Boy Scout and my daughter was a Girl Scout. She always envied the structured nature of the Boy Scout program and the emphasis on progression in ranks and earning awards.
And the Eagle rank is a prized award. Lots of girls would love to be Eagle Scouts; sure, the Girl Scouts have the Gold Award, but ask around and you'll find that being an Eagle Scout has a cachet that the Gold Award doesn't. That may not be fair, but it's a fact.
As a former Cubmaster (two different packs), assistant Webelos leader and Webelos leader (different packs) assistant Scoutmaster and Ordeal member of the Order of the Arrow, I have a few thoughts.
As a Cubmaster it would not bother me to have girls at the pack meeting and other pack events or to have all-girl dens. Pack meetings bring out the whole family, so it's common for girls to be present and to take part.
As a Webelos leader, I would not want an integrated den. Too many distractions. And Webelos (if the rules are the same now as they were then) are the only Cubs allowed overnight camping. No way would I want a mixed unit. I don't think many parents would either.
As a Boy Scout leader, I don't think mixed troops would work without some reorganization. My experience was that the entire troop met weekly and patrol work constituted only a small portion of the time. If there were girls-only patrols that met separately and joined the troop only for, say, monthly meetings and service projects, that would be workable. And there is NO WAY I would want to have co-ed camping.
