while Trump was imposing travel restrictions he was being accused of being racist for it, pelosi and company was baselessly trying to impeach him, she and others were saying they were unnecessary and standing in China town encouraging people to come out in public.

At least the narrator isn’t biased against Trump, only completely consumed with TDS and the degree of imbecility that generally attends. Surveillance of a Communist Chinese-borne virus could only mean having boots on the ground in Communist China. Not gonna happen.
Trump acted as early, decisively, and correctly as anyone could have, given the circumstances and information available. Everyone in power has woefully underestimated the degree to which Communist China has infiltrated economies and politics worldwide. The WHO was compromised, and still is. The Dems appear to be as well, Biden in particular.

The OP video, though obviously aimed at Trump, admits that the problem long preceded him, that in 2017 the US was no further along than a century ago.
Since they have proven so good at bashing Trump, the MSM had ample opportunity—some three years' worth—to do so regarding this supposed oversight. What a miserable, worthless lot.
What good is hindsight media? None, especially since they and their precious Dems have consistently been on the wrong side of the issue constantly politicizing while Trump and his team have been energetically addressing the problem.
