Of the $25 trillion increase in the national debt in the 21st century, Republican presidents are responsible for signing the checks on 46.42% of it. Democratic presidents are responsible for signing the checks on 53.58% of it.

Many reasons. Mainly, they are afraid of losing there seats in congress if they balance the budget.

Because they’re cowards. They are more concerned with holding their seat of power, influence and self importance.
and all kinds of riders are put into these bills - and if you vote against it - then the opponents will say Sen Bill doesn't care about the starving children. Sure, he didnt have a problem with the 10 million for starving kids - but the bill also had 30 million for a dozen other projects that he object to.
