    Yes, because there's no equivalent naval slot that's four star.

    1) do you have a reference where Washington's promotion was backdated?

    2) I realize that there is no GAF - If we did, then he would be the Chairman of the Joint Chief of Staff.
    As far as G Washingon -orders could always be revised.

    While we're carping, Grant should have had a six-star slot because he was technically in command of all the Union armies. (As evidenced by his ill-considered attempt to remove George Thomas of command), but he was only a lieutenant general. Things are as they are.

    The CNO has and VCNO are 4 star flag officers
    According to the chart on this link:

    Army-----12
    Navy-----10
    USMC---- 4
    USAF----12

    Total------38

    The chart also give the number of all Flag officers

    This chart is from 2009 - but as we always say - "Close enough for Govt work"
