The first article was written in May. The headline:

When you read the article instead of scanning the headline you see this:

That may account for why several health centers in California said they had seen no significant increase in new patients,
That article from May has a shoddy headline that does not reflect the true situation. Which is why the headline this week says:
Obamacare Impacts Primary Care Doctor Shortage
