The US allows non-citizens to serve in the military.

If the immigrant was in the US legally, they should be able to apply, imo.

There are two issues. Persons who are yet foreign nationals. And persons who are breaking the U.S. law to be in this country.

As long as no security clearance is required then I see no reason Permanent Resident Aliens (term probably changed in our PC world) couldn't be a police officer

These non-citizens are allowed to serve in the military (positions not requiring security clearances) for 8 years while awaiting their naturalization.
