Congress hasn't declared war on anyone Bill. Legally (constitutionally) speaking, until congress issues a formal declaration of war any military action overt or covert Washington takes against another country is a war crime. And that Bill my very good friend is the truth. Deal with that.
False. That is not in the Constitution. Please cite where in the Constitution that military force is not authorized except a Declaration of War be issued. It is not there.

From the very Beginning of our Republic, Presidents have used military force without a prior Declaration of War. Including Thomas Jefferson himself....Barbary Pirates anyone? "Shores of Tripoli" and all that?

James K. Polk used Military Force against Mexico prior to an official Declaration of War with Mexico.
The "Quasi-War" never involved an official Declaration of War.

You do not do illegitimate thugs the honor of an official "Declaration of War". You "Declare War" on Spain....you do not "Declare War" on an illegitimate random amalgam of thugs. If there is no U.S. Embassy to any given group of Pirates, terrorists or thieves...you don't issue "Declarations of War" to them any more than you enact Free-Trade treaties with them.
