In quick summary, he called on the UN to become more-involved in the dispute, & called on Iran for a peaceful resolution, and even their help in exterminating ISIS, while threatening the harshest sanctions possible if the situation continues. No threat of military response. Please check the news medium of your choice to see the entire speech !
