Can An Unregenerate Man Show Agape Love?

It is my belief he can't, he must have love abiding in him if he does... Since this type of love, love for God and for your fellow man... A man can't show agape love unless he is changed by God, since love is an attribute of God... Can someone show Phileo and not Agape Love or must Agape Love reside in one before they can show Phileo also?... Brother Glen
