And the politicians who own stock in Haliburton......

Another GOTCHA to the average lowly American taxpayer who is only 2-3 paychecks away from being homeless.

Yes it is and any payments made under the contract are also "contingent" on actual camps being built.

How much has been paid out to date?

    Near as I can tell...$0.00.

KBR has had a similar contract with immigration agencies from 2000 to last year.

Here is the point, Haliburton has always been favored by the Bush administration and have secured themselves for many years to come for projects that may or may not occur. This is not a very ethical way to treat taxpayers money.
Time will tell if KBR uses the money but if they do(and what are the odds that they won't) they have pigged out in front of any other contractors that may have been willing to do the job. This is not a fair way to do business with the American taxpayer's money.

"With a maximum total value of $385 million over a five-year term, consisting of a one-year based period and four one-year options, the competitively awarded contract will be executed by the U.S. Army Corps of Engineers, Fort Worth District. KBR held the previous ICE contract from 2000 through 2005."

    BTW
The 2000-2005 Contract was awarded under the Clinton Administration.

According to journalist Jason Leopold, sources at former Cheney company Halliburton allege that, as recently as January of 2005, Halliburton sold key components for a nuclear reactor to an Iranian oil development company. Leopold says his Halliburton sources have intimate knowledge of the business dealings of both Halliburton and Oriental Oil Kish, one of Iran’s largest private oil companies.

Haliburton have proven that they cannot be trusted, it's all about the money.

And that makes a compelling case for what?

A rigged competitive bid by the Clinton Administration followed by another for the same contract by the Bush Administration?

Or is it just another off topic post because you're not doing so well with the topic at hand?:BangHead:

    Which is the "snake"?

The government that lets the bid or the company that has the temerity to win it?
