The woman is in trouble for a zone violation. The zoning rule doesn't prohibit her from feeding kids, it prevents her from being a nuisance to her neighborhood in doing so.

I have worked with this food program in the past, held inside of our church. It is quite sad, but don't blame Philly - this is happening in Chester, which is not Philly.
