It seems to me a dangerous move as it give other countries an excuse to sue the United States and to detain and try US military personnel on any charge they want to dream us. It was a political vote that has placed Americans in more danger in foreign countries.

Also, in the same bill Congress voted that it is fine for the Saudi's to purchase weapons from us. And this makes us a party to the atrocities being performed against others, i.e. Yemen, by the Saudi's with weapons we sold them.
