You know something Wesley, this article reminds me of something taught in a psychology class that I was in years back. It had to do with positive and negative reinforcement.

Giving money to medical facilities for declared covid deaths sounds like positive reinforcement, in other words rewarding them for covid deaths. Maybe things will improve will improve with negative reinforcement. Let's fine the dickens out of any medical facility that reports a covid death...bring out the New York based Jewish law firms and hit them hard with medical mal practice suits.
