Do you think modesty and discretion applies equally and as importatnly to 'speech' and 'conduct' as it does to dress?

Yes, it is entirely possible to be modest in dress, but so immodest in speech and action that it negates the dress.

    i voted 'other'

it depends on your definition for modest speech.
one doesn't have to have proper grammer or anything like that for it to be modest...
if you mean modest like - no swearing - no sexual talk - things like that... then yah - i'll agree.
