Rev. Larry Rice, who runs the New Life Evangelistic Church, introduced the idea of positive ticketing and cop cards to the local police departments.

Moline Acres has a court date scheduled for Saturday, March 21, at 11 a.m. to allow people to get free things for their positive tickets, like Imo's Pizza gift cards.
