At first, this looks like it targets only terrorists, and it does, but it also covers others:

The move will cover anti-abortionists, animal rights extremists and neo-Nazis as well as extremist clerics.

Maybe they mean the kind of anti-abortionists who want to blow up abortion clinics, but the decision about who is an extremist can be very subjective.

(A Limey lawyer writesNo, it means those who promote criminal - specifically terrorist - acts ie: it doesn't prohibit those activists who are anti-abortion (praise God for those precious few!) but those who advocate the murder of doctors and blowing up of abortion clinics.

Overall, I'm not sure of the merit of this new policy. On the one hand, good idea to exclude the people concerned. On the other hand, 'naming and shaming' them could easily backfire and give them the sort of 'oxygen of publicity' and notoriety they crave, attracting impressionable young muslims to them.

Those hypocrites who are against killing unborn babies and yet kill people in abortion clinics are just as bad (or worse) as the ones they hate.

This kind of legislation can be subjective indeed...Canada has determined that portions of the Holy Word are "hate speech".
