Democrats, and a few republicans, will never, ever vote for a balanced budget amendment. They are addicted to spending more than they take in.

It's hard to buy votes when there are budgetary restraints.

Limiting the national debt as a percentage of the GDP is a interesting idea. How might it be handled when the GDP falls?
