    Well, if one insists on living by the ocean below sea level one must expect that sooner or later you're going to be underwater.

    Perhaps I'll live in a sand castle at the beach and demand that the government rebuild for me every time the tide comes in.

    These poor people are no sooner going to get back in their homes and they are going to have to leave again. We need to keep disaster relief at the state level and quit expecting a big federal bailout. If you choose to live in a state (as I do) that is subject to natural disasters then go to your state for help. State governors are so jumpy now every time a huuricane forms in the ocean they are declaring their state a disaster ared before the storm gets past Haiti.
