Here in America we have what is known as a "Citizen's Arrest".

In certain situations, private individuals have the power to make an arrest without a warrant. These types of arrests, known as citizens' arrests, occur when ordinary people either detain criminals themselves or direct police officers to detain a criminal.

President Trump is not just an ordinary politician, he is the head of the Executive Branch of our government. All of the people who work at the Homeland Security Department of which ICE is a part of in essence work for him. So, he could easily call up the head of ICE and tell him that this particular person is here illegally and to go and arrest her. It is all very legal and well within his constitutionally mandated powers.
