on the theory that persons are created at conception. If so, then they are disabled persons because they can't live independently on their own and earn a living. Therefore the state should appoint the mother or some other person as their legal guardian and qualify them for welfare payments until such time as they can provide for themselves.

Depending on income level, pregnant mothers can, and some (many?) do, receive additonal state/federal aid during the pregnancy. Then the benefits change to address the child.

I agree with Bill (can't believe I'm saying that); if we could get the legal system to identify the child as a child while still in the womb, then children's benefits should be extended from the point of confirmed pregnancy, instead of identify "pregnant mother" benefits. For those states that already have laws on the books regarding violence towards both mother and unborn child, this could be a path towards children's rights that apparently hasn't been explored yet.

So, my 3 daughters should get welfare checks?

Under this system, yes, until their majority. It would be their money. You could ask them to pay for room and board.
