Sometimes legislatures will do this kind of proposal to soften the actual move they are anticipating making.
For instance this one they could come back and say "Well we worked really hard over the last several weeks and were able to hammer out a deal where we only raise taxes by 25%." In actuality that was the number they were aiming for all along.
So much of the political game is like this...go to the extreme, freak everyone out, then come back with a lighter version of the same thing and declare ourselves champions.
Every state and Washington need to replace all elected officials every election for the next 10 years, zero out their budgets and start from scratch, limit lobbyist contact, declare an end to earmarking, and have no control over their own pay/benefits. If not our country will not last (economically) through the end of century.
