A poster in one of the online news services said this:

I certainly hope our intelligence agencies are serving our president Obama better than they served our president Bush. After all, every intelligence service in the world agreed that Saddam Hussein had the WMDs. Did everyone lie?

My question concerns the bolded colored part.
Is this to be taken literally, or was he just talking "symbolically", or what.
Like, I know my country's intelligence service did not say Saddam had WMD's.
Neither do I remember Malaysia's, or Indonesia's, or Sri Lanka's intelligence service doing the same, or Kenya's, or South Africa's.

The intelligence agencies of some countries didn't think about it at all. They weren't potential targets.

Others just had no resources on which to base an opinion. I'm sure some just kept their mouths shut.
