Taking out generals (command and control), is still a good tactic. It worked well in the Revolutionary War and War of 1812. Many military units know not what to do without fearless, visible leadership.

True, the circumstances are different in guerilla and terrorist operations.

There is still a psych-war factor which is advantageous, even if only short-lived. combatants are not very effective, and they make easier targets.
