I wonder how true the comment from a Malawian on the Daily Mail site is:

The idiocy of blowing matters out of proportion before understanding where they are coming from is putting a lot of hard work in bad light. The transfer of the jurisdiction over this crime from the Magistracy to the Local courts is being portrayed as if the crime is just being introduced. [snip]

If it is true, then what we consider a strange law has been brought to light by the transfer, and the Daily Mail was wrong to make out it was a new piece of legislation.
