    So is this a request for war or is it a Declaration of War.
    Is there a difference?

    If approved by Congress - who should direct the War? The President or DOD?
    Should there be a time limit? - possible 3 years

    The president should direct the war, if it is approved. That's the law. He can delegate his authority, but not his responsibility.
