Obamacare -If you don't like mandate, earn less money

On the other hand, I would like to live in San Francisco but can't afford the living costs. If I was a bum I could live in most any city in the US. In Arizona the bums in Phoenix spend their summers in Flagstaff.

Keep in mind that it's likely that this quote by the Obama administration official was not likely smart-aleck, tongue-in-cheek, or sarcastic.

They genuinely want as many people as possible to rely on the government for their daily bread.

It's much like in our area--students with obvious middle-class standings are encouraged (some would say "urged") to do the "free lunch" or "reduced lunch" thing. Our close friend at church was encouraged to apply for the free lunch thing (they made far too much money to qualify). They told the school official, "Look, we don't qualify." He was told: "Even if you don't qualify, apply. We can usually work things out to get you in. The more free lunch folks we have, the better off our school system looks!"

That's pervasive throughout government. These guys know that the more free rides they give, the more power they have, the more they get paid, and the more job security they ensure.

Disgusting, but unfortunately, quite common.
