Here is a guy that could use a good old horse whipping until the flesh is stripped off his back or a rod whipping until he can't stand.

I imagine he was never spanked, as a younger child. But filleting with a rod or whip is brutality as experienced by our Lord by people possessing great hatred, and is evil.
Who is it that you think should be horse whipping U.S. citizens?
The police or the military?
Neither. It should be limited to those who have broken the law and found guilty, criminals, and carried out under guidelines as is the death penalty, using special people who would accept the job.
And should thieves have their hands cut off?
Should adulterous women be stoned to death?
Should blasphemers have their tongues cut out?

Adultery laws are still on the books of about 26 states although they are seldom enforced. God called for the death penalty for adultery so that is good enough for me. I see no problem with stoning as death is death, but any method that is not inhumane would suffice.

No, thieves should have to repay according to the biblical principles. I don't believe in prison as all it does is cost the tax payer and does little to nothing to the thief.

I know of no command to cut someone tongue out in the bible but correct me me if I am wrong. Blaspheming is a religious sin against God and not man so since we are not a theocracy it should only be dealt with within the church under church discipline with those who are members according to biblical principles.
