    They have less than 4k cases and 138 deaths so they are one of the mildest states in the pandemic.

    Only 25 % of the population lives in one of the 6 cities of over 100,000.
    Thus 75% in rural or suburban areas.

    Compared to NY - 50% of all deaths were just in NY City.
    then if you count in Buffalo, Rochester, Syracuse, and Albany.....
