I believe the Feds' first step shoulda been to have IMMEDIATELY SUSPENDED ALL FOREIGH AID until every last American citizen is properly supported. Why should we be wasting OUR money in some 3rd-world rat hole while so many of OUR OWN PEOPLE are in as dire straits as they are?
