Overbooking airline flights

There is talk going around that Congress needs to pass a law that would prohibit an airline from overbooking.
The Airlines state that the reason for so is that with too many no-shows - the airline can loose money (which IMHO is a valid point)

So if the Airline would not be allowed to over book -would they then require a 30 day notice to cancel a flight in order to receive a full refund?

There are already too many laws for things a free-market should handle.

Get rid of the limit of how much an airline can offer/bribe you for your seat and the problem will take care of itself.

That's the irony of a doctor being at the center of this: a profession which often charges patients who cancel without XX amount of notice due to rampant no shows.
