    This is just my humble opinion, I believe the responsibility of a pastor is primarily to be a shepherd to his church/congregation. (1 Peter 5:2-4) (John 10:11-15) Jesus Christ is the chief shepherd, as such He expects pastors to be the under shepherds of the church and oversee as well as care for the flock.

    Is a pastor always a preacher?

    Of course. However, there are many "ministers" that do not qualify as pastors.

    Too often the use of the word "minister" is too generally applied irrespective of Scripture qualifications.
