Russian officials have confirmed plans to hold naval maneuvers with Venezuela in the Caribbean, while denying that the move was in response to increased NATO naval activity in the Black Sea since last month’s war in Georgia

More likely it is in response to Bush putting missles in Poland and advanced radar in the Czech Republic.
