    John of Japan can likely supply some intel if he has time. Personally, I place Hirohito in the top ten. He was instrumental in working with MacArthur in transforming Japan after WW2, & his findings in marine biology are still used today.

    He was dominated by the military clique before & during most of the war, but he had the courage to order Japan's surrender over their heated objections Their argument was that they had over a million undefeated soldiers in the Kwantung Army in Manchuria, despite the Russians easily defeating them every time they clashed, but, combined with the firebombing of most of Japan's cities, including the nukes, Hirohito knew the war was lost.
