OK, then what is the difference between a judge ordering a teacher (or whomever) to work without a union contract and slavery?

Normally, when public employees are not allowed to strike by law - they continue to work under the old contract.

This means that they are paid wages and benefits according to the expired contract.

When the new contract is ratified there is normally a catch up of any difference in wages.

Under slavery the slave is not paid.
