Looks like that American taxpayer is getting fleeced again. We are going to send close to 10 billion dollars to Mexico and Central America for "investment" and I fail to see where the Federal constitution authorizes such an expenditure of the people's money. We are already sending million of dollars down there and now this? Since we do not have 10 billion dollars hanging around this means we will have to borrow this money, thus adding interest payments to the mix. Nice. It's over folks, at some point we as a nation are going down and it won't be pretty.

It almost seems like that is the plan.

WAIT! Doesn't the POTUS have a PEN and a PHONE!?

Can't he call the house and senate to stop the cash like he did the 160 billion to Iran?

Can't he refuse to sign the check!?

Yep, the money could have been used for the wall, but instead it will go to corrupt governments who will still send their people north to our border. We already send these nations millions and they still go against us. We are the biggest suckers on the planet!

Hmm, yes 10 billion - that would allow many nations south of the border to shed the responsibility of provision for the needy.

If Trump is refusing to sign the bill, does that mean that the ten billion is in limbo?

I think so : United States-Mexico Declaration of Principles on Economic Development and Cooperation in Southern Mexico and Central America

the Northern Triangle thing is for sure and according to this:

Overseas Private Investment Corporation - Wikipedia

that's funded by Congress as well.

If Trump doesn't do the wall, he is done - annoying that he had Congress for two years, yet the border problem with Mexico and other countries is actually worse.

With regards to the proposed foreign aid, again, it's a matter of poor people in rich countries giving money to rich people in poor countries - waaaaaaaaaaay too corrupt for this to work.
