Walmart Closes Four Chicago Stores

Walmart is not a charity (or so I believe).
If people want stores in these areas, they need to set up a charity to run them and to raise the money to offset the losses.
Volunteer staff can often have a big effect.

It sounds like for all these 17 years the money to offset the losses has come from everyone who pays more than they should for things purchased at other stores in less disfunctional areas. And I imagine when Walmart came into the area they knocked out the small, or independent grocers and pharmacies who for some reason had tried to make it in that area.

Politicians expect Walmart to operate as a charity.

...most likely it's not only the shoppers but staff also taking the discount...

I was talking to the owner of a Christian Bookstore - down in WV - and she told me that even her employees was taking said discount.
