Each step (water to hydrogen, hydrogen to hydrate, hydrate to hydrogen) requires an input of energy … so it will be less efficient than either Gasoline or Batteries because it involves more steps. If those tanks are exposed to a car catching fire, you have 4 bombs in your trunk (so the safety claim is overstated).
Hydrogen fuel has some serious innate challenges.
