Shouldn't the Congressional Republicans have sorted that issue out before voting for the Bill? It's leaving an awful lot to chance: PAYGO is automatic unless a deal is struck...shouldn't they have got the 'unless' sorted before voting?

As Curtis I think posted, Sanders and some GOPers to their credit are trying to do strike a cross party deal to get round PAYGO. Let's hope they succeed.
