From a US military outpost on a small strip of land on the southern coast of Cuba, they look set to move to a state-built prison in rural Illinois, only nine years old and barely occupied.
Cells at the Thomson Correctional Center are made from reinforced cement and the facility is ringed by a 15ft (4.5m) interior "dual-sided electric stun" fence, along with a 12ft exterior barrier.
The jail, about 150 miles (240km) from Chicago, was built in 2001 with 1,600 single cells in its maximum security area and 200 minimum-security beds.
