Does anyone else find it strange that after 6 years in office Obama's just beginning to learn how to consult with Congressional leaders?

This is something that he should have done a month ago.

IMO he's looking for a scapegoat for his own ineptitude.
It's a truly embarrassing episode in his presidency.

Jimmy Carter cannot WAIT to pass his "Worst President of All Time" torch onto Mr. Obama.

I just found out that Syria is not even signatory to the ban on the use of chemical weapons, so, did they violate any agreement, seeing as they used, allegedly, those chemical weapons on their own people in their own country ?
Israel, though a signatory, have not ratified the treaty in their country, does that make Israel's signature binding and obligatory for them nationally ?
just asking questions.

You mean the same Congress whose Republican element's sole fanatical purpose has been to hinder, retard, and prevent every element of the President's policies?

James Buchanan, Franklin Pierce, and Warren G Harding among others would like to have a word with you.

Obama's probably shaping up to the best President since LBJ.

Don't forget to add POTUS #17 Ulysses S. Grant (R-Ohio) [Served from Mar 4, 1869 to Mar 3 1877] to your list of "Most Loveable " Presidents. His 2d administration was riddled with scandals---and they weren't "phony" ones either.

When a POTUS has BAD policies, it is good that Congress (either or both houses) does what is takes to stop said policies

Obama's probably shaping up to the best President since LBJ.
Makes me think of by Biology Regents. My first test, I scored a 26 (out of 100). When I retook the Regents 7 months later, I more than doubled my score!!!! - But I still failed the second test.

He hasn't learned anything of the sort. He's just stalling for time to avoid acting on his "red line" ultimatum, which, given he'll never run for office of any kind again, is a very strange concern.

This is something that he should have done a month ago.
He should have done it when he drew the red line in the first place.

IMO he's looking for a scapegoat for his own ineptitude.
More likely, he is simply hoping the next news cycle hurries up and gets here and he can pretend he actually did something.

It's a truly embarrassing episode in his presidency.
His entire "presidency" (loosely applying the term) is an embarrassment to this country.

I just found out that Syria is not even signatory to the ban on the use of chemical weapons, so, did they violate any agreement, seeing as they used, allegedly, those chemical weapons on their own people in their own country ?
Did you seriously ask this question? Really??

Israel, though a signatory, have not ratified the treaty in their country, does that make Israel's signature binding and obligatory for them nationally ?
just asking questions.
Very strange questions, indeed.

That may be what you call it. I call it "saving our butts from socialism."
