California Lawmaker Drops Bill Targeting Gay Conversion Therapy Despite Likely Approval
Although versions of the bill had passed both the Senate and Assembly, Low said he wanted a bill that addressed the concerns of some in the religious community who worried about its financial impact.
Greg Burt with the California Family Council (CFC) released a statement thanking Low for pulling the bill, calling his decision "an incredible answer to the prayers of thousands across the country."

In explaining his decision to hold back his legislation even in the face of victory, Low said he just felt the need to seek "common ground" with faith-based opposition
Jonathan Keller, president of the California Family Council, said his group was "inexpressibly grateful" to Low for what he called "unprecedented outreach to the faith community."
Despite lingering opposition to the bill, Low said he was "heartened" by the conversations he had, adding that many religious leaders agreed the practice of conversion therapy was harmful and discredited by the medical profession.
according to his office "the clock ran out" in this legislative session

Also on Friday, Assemblyman Evan Low announced he was ending his effort this year to pass a bill declaring gay conversion therapy a fraudulent practice.
Friday [was] the final day for California lawmakers to consider bills before they adjourn until after the November elections.
Low said he needs more time as he tries to craft a national model that could be copied in other states.

Are they Catholics?

They're...something:

"South Bay Assemblymember Evan Low, D-Campbell, and Los Angeles Sen. Ricardo Lara, D-Bell Gardens, were in a mischievous mood when they stopped by KQED's Sacramento bureau recently"

"Low is chair of the Legislature's LGBT caucus and Lara is vice chair. Both men arrived wearing...lavender...and Low playfully sat on Lara's lap to pose for a photo."
