DOES REGENERATION PRECEDE BELIEVING IN CHRIST?

The short answer is “YES.” This is because, having fallen by Adam into sin and death, we are all born spiritually dead in trespasses and sins. This means we cannot and will not believe and rest in the true Christ for salvation until God the Holy Spirit gives us (imparts) spiritual life to us (John 6:44; Rom. 3:10-12; 1 Cor. 2:14; Eph. 2:1). This is why Christ said, as recorded in John 3:3-7, that unless we are “born again” (by God from above), we cannot “see” or “enter into the kingdom of God.” The Lord made it clear – “YE MUST BE BORN AGAIN” (John 3:7). It is made clear in God’s Word that this new birth is a miracle of God’s power and grace and NOT by natural birth, NOT by the works of the flesh, and NOT by the wills of men (John 1:11-13). It is totally by God’s sovereign will and work (Ezek. 36:26-27). The new birth is a blessing of the covenant of grace which is all conditioned on the Lord Jesus Christ. It is the fruit and result of His obedience unto death, burial, and resurrection as the Surety, Substitute, Redeemer, and Life-Giver for His people (John 12:2-33; 16:7-11; Rom. 8:10). As Christ’s righteousness is imputed to His people for their justification (legal standing in Christ) before God, spiritual life is powerfully and irresistibly applied to them in their new birth at God’s appointed time (Gal. 1:15-16). All for whom Christ died on the cross shall be born again by the Holy Spirit. They all shall be regenerated and converted (John 6:37).

What exactly is this new birth? The new birth consists of two essential works of God’s power and grace – REGENERATION and CONVERSION. REGENERATION is the impartation of spiritual life and knowledge as given and revealed by God to His chosen people. This is totally a work of God within His people. CONVERSION is God drawing them by the gift of faith to believe in Christ as their whole salvation and bring them to repentance of dead works and idolatry to turn away from self. This, too, is totally a work of God. Neither regeneration nor conversion comes by man’s power or man’s will. It is all of God’s power and God’s will. Neither regeneration nor conversion comes BY man’s cooperation. As described in Jeremiah 31:33 – “But this shall be the covenant that I will make with the house of Israel; After those days, saith the LORD, I WILL put my law in their inward parts, and write it in their hearts; and will be their God, and THEY SHALL be My people.” It is God Who powerfully and invincibly DRAWS His people to Himself in Christ and makes us willing in the day of His power.

How is the new birth applied to God’s people in time? The sovereign Agent in the new birth is God the Holy Spirit, and the means by which He brings this about is by communication of the Gospel in power. Sinners are born again by the Holy Spirit only under the preaching of the true Gospel (John 8:31-32; Rom. 1:16-17; 6:17-18; 10:13-17; 1 Cor. 1:18-21; 1 Thess. 1:4-5; 2 Thess. 2:13-14; 1 Pet. 1:22-25; James 1:18). This does not mean that the new birth comes about by any power of man, and it does not mean that the Gospel message has some kind of magical power to convert men. It is God the Holy Spirit Who has all power to give life and faith to spiritually dead sinners. Men can preach the true Gospel, but it will not be used in the regeneration or conversion of any sinner unless the Holy Spirit empowers it to accomplish this work – “IT IS THE SPIRIT THAT QUICKENETH; the flesh profiteth nothing: the words that I speak unto you, they are spirit, and they are life” (John 6:63). When Stephen preached the Gospel, it fell on deaf ears (Acts 7:51). This is the general call of the Gospel that goes out even to those who will perish (Matt. 22:14; cf. 2 Cor. 2:12-17). When Peter preached it, the Holy Spirit issued forth the invincible, irresistible call of God’s power and grace to bring His people to faith in Christ and repentance of dead works (Acts 2:37). This is why the Pharisees rejected Christ and the disciples received Christ (Matt. 13:10-17). They heard the same message, but God the Holy Spirit gave Christ’s sheep spiritual eyes and spiritual ears to believe and receive Christ as He is revealed and identified in the TRUE Gospel of God's grace, wherein the "righteousness of God" (the merits of Christ's obedience unto death imputed to HIs people) as the “power of God unto salvation" (Rom. 1:16-17).

The bottom line is this – God the Holy Spirit works in the new birth, first by bringing Christ’s sheep under the preaching of the true Gospel (John 10:15-16, 27; Rom. 6:17-18), and then He spiritually raises them from the dead and gives them faith to believe in Christ and to repent of their dead works. He does not regenerate or convert sinners under a false gospel or without the true Gospel (Matt. 7:15-20). The main evidence of having been regenerated and converted is in hearing and believing the true Gospel by the power of God (John 3:18-21; Rom. 1:16-17; 10:13-17; 1 Thess. 1:4-5; 1 John 5:13).

I asked Bill Parker about this and, rather than trying to restate it, I'll just share his answer:

"Since regeneration comes by the power of the Spirit Who imparts spiritual life AND knowledge, faith and repentance are granted immediately upon regeneration. Spiritual life cannot lie dormant within the hearts and minds of God's people. Spiritual life also cannot express itself in believing a lie. It must express itself by faith in Christ and repentance of dead works. "I was blind, now I see." How can one who has been given spiritual eyes walk around blind? To count anyone to be regenerate (born-again) who does not know and believe the TRUE Gospel is against God's Word.

Regeneration involves a revelation from God in giving us eyes to see and ears to hear what we could not see and hear in our natural spiritually dead state. If we are yet blind, it has not been revealed. If it has not been revealed, we have not been regenerated."

That is not true.

John1:12-13 But as many as received Him, to them He gave the right to become children of God, to those who believe in His name: who were born, not of blood, nor of the will of the flesh, nor of the will of man, but of God. (emphasis mine)

Past tense - "were born" - which precedes believing in the phrase just before it.

John 6:65 And He said, “Therefore I have said to you that no one can come to Me unless it has been granted to him by My Father.” (emphasis mine)

"Granted" precedes coming.

Philippians 1:29 For to you it has been granted on behalf of Christ, not only to believe in Him, but also to suffer for His sake, (emphasis mine)

Belief is "granted".

Let me be sure about what you are saying. Are you saying that you must cooperate with God, of your own libertarian free will, in order to be saved, or in order to "trigger" regeneration?

Is it God's will for man to believe? Do you think that means man must trust his own effort or in what God did for man?

What God - Father, Son, and Holy Spirit - did was for His elect, the sheep not the goats, those chosen by God before the foundation of the world.

Sounds to me like some people have attempted to concoct a stew where they have put together some kind of admixture of grace, faith, and works. Their stew smells odious and is far removed from "the simplicity that is in Christ." (2 Corinthians 11:3)

You are making stuff up.
What do you think the will of God to be in Matthew 7:21? For which Jesus never knew them, Matthew 7:22-23?

I would like to add this to your statement by giving a couple of example's:

Mark 5:2-18 The man possessed of a legion of demons, which came first belief or repentance?
Acts 9: 1-15 Saul on his way to Damascus........was he believing while on his way, or did the Lord grab his attention by interrupting his trip and shocking him.......which came first the light, the voice or the belief?

Are regeneration, salvation, and conversion all synonyms? That is the better question.

They are all part of the same process. When one of God's elect are regenerated they are converted and they are saved. Election happened back in eternity, regeneration happens in time.

Mark's account:

Luke's account:
27 And when he was come forth upon the land, there met him a certain man out of the city, who had demons; and for a long time he had worn no clothes, and abode not in any house, but in the tombs.
28 And when he saw Jesus, he cried out, and fell down before him, and with a loud voice said, What have I to do with thee, Jesus, thou Son of the Most High God? I beseech thee, torment me not.
29 For he was commanding the unclean spirit to come out from the man. For oftentimes it had seized him: and he was kept under guard, and bound with chains and fetters; and breaking the bands asunder, he was driven of the demon into the deserts.
30 And Jesus asked him, What is thy name? And he said, Legion; for many demons were entered into him.
31 And they entreated him that he would not command them to depart into the abyss. Lu 8

Not sure what you're after here but the first interaction was between Christ and the demon(s), it was not the man who acted, but the demons within because they recognized the Son of God, and that He held power over them.

As far as what the man did after Jesus delivered him, I like to think it was to take repose in Christ:

35 And they went out to see what had come to pass; and they came to Jesus, and found the man, from whom the demons were gone out, sitting, clothed and in his right mind, at the feet of Jesus: and they were afraid. Lu 8

Right, my point is are they interchangeable terms? I don't believe they are.

2 They shall put you out of the synagogues: yea, the hour cometh, that whosoever killeth you shall think that he offereth service unto God. Jn 16

I like the distinctions you're making here, good thoughts. It's their first words that impresses me, it's like they already knew each other:

4 and he fell upon the earth, and heard a voice saying unto him, Saul, Saul, why persecutest thou me?
5 And he said, Who art thou, Lord? And he said, I am Jesus whom thou persecutest: Acts 9

Anyway, this is what came first:

...God, who separated me, even from my mother`s womb..."
