The bill was kept secret from the people in congress who voted on it? No one knew what they were voting on? None of the Republicans tried to legally stop the vote BECAUSE the legislation was secret? (this is different that stalling because they didn't like the bill) I think at least one Supreme Court justice would have listened to that complaint.

Note also that the objections against the bill coming out of the rights of redress of grievances, free speech and the consent of the governed are summarily classified by Ms Pelosi as "the fog of controversy".
