    So he could bring it back to the floor, later Can't do that unless you vote no, if I understand it properly.

    As majority leader , it was his responsibility if he knew the vote would fail, and everybody knew it would. Another one of those Senate rules.

    1. No he doesn't represent the views of all SBC.
    2. He doesn't reflect the views of all leaders in the SBC.
    3. The SBC makes decisions from the bottom up not the top down.
