Are you saying that we can be somewhat impaired, but not to the point where we can't walk a straight line?

Yes, I believe there are different levels of impairment.
Being a little flirty, staring longer into the opposite sex's eyes can show you are loosing impairment. -

So, are you saying that one must only begin to lose control, or they must lose complete control? -

Most people are not drunk at .08% yet possibly could be loosing impairment.
I believe you must be at least .10 to be considered drunk. And many are still not drunk at .10
IMO, if people are swaying when they walk, then they are at a level of drunkenness. -

No one is going to be able to answer this, because it is a subjective question.
But that is why God gave us common sense...
The closest answer anyone could give, would be when the alcohol is in control, and not the person... That is where the sin really is. Giving control over to a chemical.
What is the symptoms of this?

I believe it is when a person starts feeling the effects...
But driving illegally is a sin also... so whether or not you feel the effex at .08 ... you are still sinning. -

I will place this in with the common sense aspect.
Scripture says this:
If it seems a little vague that is because there is no precise way to tell WHEN you are truly intoxicated to the point, first our mental facalty is impaired and then much later our physical. When you get to the point your a physically impared you are technically 'drunken' or well beyond drunk :) If you notice in verse 5 it does not say that 'when they are drunk and forget..." but when they 'drink'. Showing the person will not be 'drunk' as we call it but they ARE intoxicated but do not know it yet. The result is bad judgment they realize only AFTER the fact.
If you look back at the priests in OT, they were forbidden to drink at all while serving as Priests. They could not even drink BEFORE coming on shift (so to speak), but could afterward. They were not allowed because it could impare their decisions and cause them sin while in their office and be killed by God. Actaully if they came to serve having drunk any wine God said He would kill them.
I am just using these examples to show God is not concerned about how drunk is truly drunk as if we can define it. God said do not become drunk or intoxicated so if we partake at all, it should be a the bare minimum so as not to see how close to the edge of the cliff I can go without falling off the edge.
How close to sin can we come to it, without actually being condemned for it?
Answer: at the moment you determine you want more, because you are no longer satified with.

I think it's a matter of degrees. I might be "buzzing" if I feel the effects of alcohol, but I wouldn't be drunk. I might be impaired or under the influence if I am acting in a way not usually characteristic to those who know me, and some of my thoughts and actions may be affected, but I would not be drunk. If I lose a significant portion of control over my behaviour or actions, then I would be considered drunk. There is no set amount for anyone, since different amounts of alcohol affect people differently. Comparing eating too much with drinking too much doesn't make any sense at all.

Then how do you know if one (or you) is over eating, since portion size is determined by the size, build, metabolism and other things for proper nutritional value?
And how do you know if you have over drunk?
Is it when you stagger, or vomit, or slur, or..? -
Like webdog has already said, those would be some symptoms of being drunk, but not necessairuly the only ones.
Eating too much does not affect your cognative skills. True, it might make you sleepy, sluggish, whatever, you may regret it the next day, but it wouldn't, say, cause you to call an ex-girlfriend in the miidle of the night and slur out a sloppy "I LOVE you, baby. Please take me back!". (alright ,now this is getting silly!)
