Cannot argue with the bolded. However, that had to be as obvious to the prison staff as it is to me, and the decisions like ending the suicide watch and removing a cellmate and not replacing him reek of "Yeah, let's let him do it." One can postulate many reasons for that attitude (if indeed there was any premeditation for the non-actions) but we may never know.
