Does a code of ethics still exist in Intelligence firms? Does it disappear behind closed doors, dirty deeds done in the dark and used against the American people who are supposed to be free to express themselves?

It's recently been revealed that the U.S. government contracted HBGary Federal for the development of software which could create multiple fake social media profiles to manipulate and sway public opinion on controversial issues by promoting propaganda. It could also be used as surveillance to find public opinions with points of view the powers-that-be didn't like. It could then potentially have their "fake" people run smear campaigns against those "real" people. As disturbing as this is, it's not really new for U.S. intelligence or private intelligence firms to do the dirty work behind closed doors.
EFF previously warned that Big Brother wants to be your friend for social media surveillance. While the FBI Intelligence Information Report Handbook (PDF) mentioned using "covert accounts" to access protected information, other government agencies endorsed using security exploits to access protected information.
It's not a big surprise that the U.S. military also wants to use social media to its benefit. Last year, Public Intelligence published the U.S. Air Force social media guide which gave 10 tips for social media such as, "The enemy is engaged in this battlespace and you must engage there as well." Number three was "DON'T LIE. Credibility is critical, without it, no one cares what you have to say...it's also punishable by the UCMJ to give a false statement." The Air Force used the chart below to show how social media influences public opinion.

Sounds exactly like something Obama would do. He makes a big deal of using the internet to accomplish his purposes and has already been caught more than once propagandizing and collecting information about his detractors through that medium. -
Wars waged for empire or "democratization" are the same as wars waged for "humanitarian" reasons. War is the same no matter which reasons our corporate controlled leaders give us for entering into them.
I agree this is exactly the type of thing Obama and his liberal buddies would do as puppets acting on behalf of a corupt global elite. The next fake conservative that holds office, if like I say you all can manage to get another one elected this time around will still be acting on behalf of the same corupt global elite.
They may give us different reasons for doing all the same things as Obama and Clinton but they will do the same things.
Because this is all part of an agenda of a corupt global elite that control our government. Which ever party is in power makes no difference. -

Well, that there's a common misconception we stumble over in the false left vs right paradigm from time to time.
Obama and Clinton have followed the same foreign policy of "creative destruction" the neocons loved so much. Matter of fact Obama and Clinton have done one better and expanded this policy into other countries. Like Pakistan. Now we have drones killing Pakistanis in their own homes which Obama is fond of making jokes about.
Never mind these drone attacks have killed innocent civilians somewhere in the neighborhood of 10 civilians to every 1 "Al Qaeda or Taliban operative". Let the fun (and jokes) continue! Shucks man, lets have even more! Seems like we'll never be able to create enough people that hate us for the likes and wants of some. -

Our primary purpose was to encrypt/decrypt classified information.
True, encryption of classified data may be called deception but it's a stretch at best.
RE:police department and dishonesty: I suppose you are referring to the practice of prostitution stings (for example) where police women pararde themselves as if they were "ladies of the night" and then arrest those who offer them money.
I don't know - are law enforcement practices which come short of entrapment "dishonest"?
To leave an unlocked parked car with the keys in it and then lie in wait to arrest the person who steals it dishonest?
